Nancy ArnowNancy Arnow
Vice President of Child, Adolescent and Mental Health Treatment Services

Nancy Arnow joined Safe Horizon in 1988, working in various programs and in a variety of leadership positions over the past twenty years. Nancy is the Senior Vice President of Safe Horizon's Child, Mental Health Treatment and Anti-trafficking programs. She has devoted much of her professional career to developing and enhancing services to child and adult victims of crime, abuse and trauma. Nancy serves on the Board of the Coalition of Behavioral Health Agencies. She received her MSW from Columbia University.

Ronald MooreRonald Moore
Vice President, Human Resources

Ronald Moore joined Safe Horizon in August 2009 and is responsible for Staffing, Compensation and Benefits, Training and Development as well as Employee Relations. Mr. Moore spent 26 years in Human Resources at Hewlett Packard and most recently was the Director of Diversity and Inclusion for the Kimberly-Clark Company based in Atlanta, where he managed relations with several national diversity organizations. He has served as a member of the board of directors for over 10 non-profit organizations, including the Atlanta Chamber of Commerce and Out and Equal. He received a BA in Communications, an MA in Counseling, and an MLIR (Labor and Industrial Relations), all from Michigan State University.

Michael PolenbergMichael Polenberg
Vice President, Government Affairs

Michael is responsible for directing the agency's legislative and budget advocacy on both the state and local level. Michael draws on his twenty years of advocacy work in New York to ensure that our laws explicitly help victims of crime find safety and begin to heal. He also fights for millions of dollars in public funding to sustain programs helping victims of child abuse, domestic violence, human trafficking and sexual assault. Michael's connections in and out of government increase Safe Horizon's profile and raise public awareness of the needs of crime victims. Michael has a BA in History from the University of Wisconsin/Madison.

Rafail PortnoyRafail Portnoy
Vice President, Information Systems & Technology

Rafail is responsible for all aspects of Information Technology at Safe Horizon, overseeing project management, application development and IT infrastructure support teams. Rafail has over 18 years of technology experience, with over 10 years of managing complex IT environments. Prior to joining Safe Horizon Rafail was a founding Chief Information Officer at The Levin Institute and held a variety of technical and management positions at IBM Corporation. He holds a BBA degree from Pace University and a MS from Polytechnic University.

Michele VigeantMichele Vigeant
Deputy Program Officer, Community and Criminal Justice Programs

Michele Vigeant joined Safe Horizon in 1997 and has worked as a counselor, research consultant, clinical supervisor, program director and administrator. Most recently, Michele served as Chief of Staff for over two years. She has extensive experience working with survivors of sexual assault, intimate partner violence, and the World Trade Center terrorist attacks. She worked for two years as a therapist with the Safe Horizon Counseling Center, where she provided trauma-focused psychotherapy to victims of crime and abuse. She holds a Ed.M in Counseling Psychology from Teachers College, Columbia University, and is a New York State Licensed Mental Health Counselor.
